The people have delegated to Congress, by the Constitution, the power to do certain things. To do these, it is authorized to collect and pay moneys, and for nothing else. Everything beyond this is usurpation, and a violation of the Constitution.

The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

We The People have been fatally gullible. We fell for their scams like rubes in 1861, 1913, 1933, and 1964. The scam of 2009 may be the final cut of the thousands that killed the Constitution.
