In the context of the United States my preference would be that people who receive more money from the government in benefits than they pay in taxes should not be allowed to vote in races for the House of Representatives. I would still let them vote for Senate and Presidential races. After all, the Constitution provides that all revenue bills must originate in the House of Representatives. I would think that they would think twice about creating expensive benefit packages that would essentially remove large blocks of voters who they would need to get themselves re-elected.
