I were pouring over the raw data (viewing the doc in hex editor) and found some interesting info that would likely put the OCR hypothesis into R.I.P. territory. It may take a while, I have to get OCR apps that are particular for the system this has been produced on, as I would like to produce comparison output in the case the available apps use the same rendering engine the document was produced with. I should eliminate unsuitable applications and be left with ones that were capable of producing the doc. Preliminary conclusion is that the list is fairly small and does not contain OCR apps. But I want to be sure. Probably 3-4 weeks before I can make the final assessment.
As for the motives, it is debatable. Generally two options, 1. the producer was sloppy; 2. the “sloppiness” was intentional to keep the controversy as a distraction from other issues.
#1 does not negate #2. The “in your face” and “what are you gonna do about it, make my day, I’ve got minions” is the likely outcome. Unless, there is something connected to this, some unexpected detail that may turn this approach on its head.
