The layers in the green document is caused by OCR software. NOT by nefarious people. Just wanted to post that info here.

I’ve checked all the layers in Illustrator. And it is congruent with how OCR software would make it look.

OCR software separates text from images and background for the purpose of running text recognition and also to enhance the visuals to make a document more sparkling and readable.

Text is made black, graphics is made pretty and background is made white. Why they chose to do this on a document who’s single purpose was to look authentic is curious. It probably wasn’t by choice but more likely because of ignorance, incompetence, arrogance and laziness. All the usual suspects we’ve come to love about government agencies.
