1) The White House didn’t release a paper document, they released an Adobe .pdf file.
2) There seems to be evidence that it’s a paste-up forgery. See the comments at American thinker

There is also the unexplainable mix of bitmap (sharp-edged) and rasterized (fuzzy edged) layers. This is simply impossible unless the document is created.
