Very interesting strategic and tactical question.

Khaddafi’s forces are far too small to defeat any serious western push. Therefore, it may be that he should not try, not try to shoot down western aircraft or other high-value targets, that would raise the cost but also piss off forces he really doesn’t want to. What keeps Khaddafi in power is the powers’ PC self-restraint. Don’t want to mess with that.
