Chicago, the Shame of a Nation

‘An embarrassed Emanuel flatly denied that he should have known…’

In yet more embarrassment for the Godfather, the Sun-Times also reports:

Mayor Rahm Emanuel’s administration is tightening the reins on cash handling to eliminate an embarrassing lack of oversight that allegedly allowed a low-level clerk in the Chicago Department of Transportation to embezzle nearly $750,000 in permit fees over a six-year period.

In a memo to department heads, City Comptroller Dan Widawsky argued that “recent events have highlighted the risks associated with cash management” and the importance of “robust controls to manage” those risks. “We are the custodians of our city’s resources and you and your finance staff are critical to ensuring that such resources are safeguarded,” Widawsky wrote.

How could such a thing happen, you ask? Easily, as it turns out:

Antoinette Chenier, 50, was accused this week of embezzling $25 to $200 at a time by taking in hundreds of checks that Chicagoans wrote for permits to park moving vans and dumpsters on city streets since 2008, then depositing them into her own accounts. The long-running petty theft allegedly snagged Chenier $741,000, more than 12 times her $60,000-a-year salary.

It wasn’t until January, when Charter One bank staff noticed the unusual activity on one of Chenier’s accounts and froze it, that she was nailed by a joint investigation that included the FBI, the IRS and Inspector General Joe Ferguson’s office. Chenier also lived in suburban Homewood, in violation of the city’s residency rule.

An account given in the federal complaint of Chenier’s undoing by a Charter One bank employee showed the alleged theft was stunning in its lack of sophistication. Chenier had opened a bank account called “OEMC Chenier,” in which she deposited permit checks made payable to the city’s Office of Emergency Management and Communication, according to the complaint. But when quizzed by the bank worker about the deposits, she allegedly claimed they were “all fine.”

Asked if the check makers would have the same response, she allegedly then told the bank worker, “Please don’t call the check makers. I will lose my job.”

She allegedly told the banker she’d be willing to pay back the money and asked the banker “not to report this,” then claimed that her intent in opening the account was to start a cleaning business named “Office of Emergency Management and Cleaning” but that the business had failed, the complaint alleges. When the banker then told her that her actions could be construed as embezzling, she allegedly responded, “Please don’t use those words.”

As the Left has taught us, words are far more important than deeds. Words can be hurtful; words can make you cry; words add up to a million little micro-aggressions. Besides, being a Democrat means never having to say you’re sorry, even if you eventually have to plead guilty.  No doubt, going forward, the city of Chicago will be far more watchful of the taxpayers’ money under its new city comptroller. Which brings up back full circle to Ahmad:

The alleged CDOT theft is the first major scandal to be handled by Widawsky, whose predecessor Amer Ahmad pleaded guilty to conspiracy and bribery in December for his role in a kickback and money-laundering scheme in Ohio that occurred when he served as Ohio’s deputy state treasurer. He faces up to 15 years in prison after agreeing to pay $3.2 million in restitution.

You can’t make this stuff up. And you don’t have to. As I wrote here, it’s long past time to break out the RICO statute and break up the Democrats.

"It should come as a surprise to just about nobody that Chicago is the most corrupt big city in America"

Now Chicago may be in second place, but the most corrupt big city in America is certainly Imperial City DC. All other American cities pale by comparison.

It could probably be shown by facts and figures that there is no native American criminal class ... ... except for congress (and members of the Obama misadministration and "K street"). - Mark Twain

Chicago: Butch hogger of the world.

As the Left has taught us, words are far more important than deeds.

And votes most important of all. And people vote for this. They know what they're getting.

With all due respect to Mr. Walsh, I have to disagree.

Barack Obama is the shame of the nation, unless you are of a mind to blame him on the citizens who elected him, in which case our fellow citizens, dead and alive, are the shame of the nation.

More shame from Imperial City DC, again leaving Chicago in the dust.

Harry "Sticky Fingers" Greed [http://toprightnews.com/?p=2561]

A Utah businessman is rocking both state and national politics after claiming Utah Attorney General John Swallow helped him broker a deal with Senate Majority Leader Harry Reid to make a federal investigation into his company quietly disappear, the Salt Lake Tribune reports.

Jeremy Johnson was allegedly told that the price would be $600,000, and claims to have made an initial payment of $250,000 when he was slapped with a federal lawsuit. Now he says he wants his money back.

The Salt Lake Tribune points out that Johnson has no way of knowing whether the funds actually made it to Reid, even if he did make a massive payment to Reid’s alleged intermediary.

The Salt Lake Tribune continues, explaining how the bribe supposedly came to be in 2010:

At the time, Johnson was largely known in Utah as a wealthy philanthropist who spent hundreds of thousands of dollars to ferry supplies into Haiti after the devastating 2010 earthquake.

Then, with the FTC investigation continuing, Johnson said Swallow suggested Reid could make problems with regulators go away — for a price.

“I said, ‘OK, what do I need to do?’ He’s like, ‘OK, it costs money,’ ” Johnson said, who claimed Swallow was adamant he make a deal.

“I think he told me, ‘Richard Rawle has a connection with Harry Reid,’ ” Johnson said.

He said Swallow at first wanted $2 million to enlist Reid’s help. But [his company] I Works was no longer profitable and he did not have the money, Johnson said, so they eventually agreed on $300,000 upfront and $300,000 later.

This is a Utah story. Doesn't really prove your thesis.

And why would Chicago be the shame of the nation? Did the rest of the nation, in contrast to deciding who was elected to go to Imperial City DC, have any hand in choosing anyone in office there?

It should be a nation wide story and Harry Reid is a U.S. Senator, and U.S Senate Majority Leader to boot. and the Senate is in Imperial City DC, not in Utah, nor in Chicago. And this is just another example of how far Imperial City DC's tentacles of corruption go. Chicago's corruption is mostly localized and Chicago is a piker by contrast.

Rahm just showing the values that he thinks are important, the ability to commit fraud, hiding the facts from others, deception, criminal behavior.

So glad that Rahm told us that Chick-fil-a doesn't have chicago values, and shouldn't be in his city.

Left unmentioned in this article, but relevant to the "shame of the nation" theme is how out of control the gang violence has become in this city. And make no mistake, there are many many connections between high ranking gang members and city aldermen, if not City Hall as well.

Or into a bank account in Doha where it'll be used to buy arms to kill our soldiers in Afghanistan, or materiel to build a rocket in Gaza.
