"Unlimited Access" by Gary Aldrich, who was FBI Agent for personnel security at the White House in 1990-1994.

He doesn't have much to say about the Clintons directly. Instead he described the culture they brought to the White House: incompetence, venality, discourtesy, and general corruption. Not embezzlement or bribery, bullying, cutting corners, backstabbing, evading responsibility, abusing authority, favoritism, negligence, and laziness.

Also many people with histories of alcoholism, heavy drug use, domestic violence, and financial troubles, and the sort of criminal records associated with these problems. (Bad checks, drug possession, DUI, etc.)

As I said, this was not about the Clintons themselves, but the people they chose for the White House staff - which indirectly tells us about them. The fish rots from the head.
