Really, there's a lot room in California to coercively improve the carbon situation.

For example, Jerry could coercively fast-track permits for carbon-free windmill farms in Golden Gate, Ano Neuvo, Big Sur and Malibu viewsheds. There are also at least three sites in the Sierra Nevada I've backpacked with potential for Hoover Dam amounts of carbon-free hydroelectric energy - Cedar Grove, Tehipite Valley, and Devil's Postpile. Those would definitely take some coercion to get past Sierra Club lawyers. Etc.
