I've been told by several Russian sources that between Hitler and Stalin, approximately 1/4 of the population of Russia was exterminated. Nearly every family in Russia lost members. Taken in this context, 11,000 handgun deaths from accident or criminal use, although tragic, is not nearly as tragic as the aftermath of disarming the population.
