I have no idea where the phrase “wee-weed up” came from. It’s not a Southronism as far as I know, either black or white. If I had to guess, I’d say it came from Obama’s cadre of Chicago friends/white radicals who like to use what they think if black street speech when they want to be “authentic”.

Obama himself, neither being of the black “street”, or “southern black” (or white, for that matter), uses language he heard somewhere. He thinks it makes him sound like one of the people.
