It was deliberate. Michael Mann the filmmaker was less interested in the police procedural than in the character study of Crockett and Tubbs. Packaged as anything else it would have been a fine movie, even with the Nonpoint "In the Air Tonight" musical cue. As Miami Vice it inevitably draws comparison to its small screen predecessor and feels weaker by comparison. Thankfully no decline has been hidden with the real Michael Mann.
