I saw the the Obama administration's planned public service announcement against campus rape on the evening news tonight. It's saddening.

It is self-defeating to presume that men rape women. Most men don't rape, but you wouldn't know it from what the White House seems to be saying. Focusing upon man-against-woman rape at the exclusion of other forms of assault risks sending a green light for other forms of assault. One needs to send a message that assaulting other people is unacceptable, regardless of whether sex is involved.

Did something happen to criminal laws in all fifty states? My recollection is that rape and sexual assault are felonies. So how is it that such crimes are handled by colleges? College administrators who learn of a rape but don't report it to the appropriate law enforcement agency can and should be charged with failure to report a crime. Why doesn't that happen?

The answer is that the women reporting their 'assaults' were neither raped nor sexually assaulted. They claim they said no somewhere on the way to intercourse, or they regret their drunken frolic and want to blame whoever they hooked up with, or they use the system to punish an ex-boyfriend. The 'all men are rapists' crowd labels each of these incidents a rape and decries the prevalence of rape on campus, which somehow is two orders of magnitude higher than anywhere else in the city.
