Funny, why is it when liberal places need more money, they often turn to conservative tactics? In this CNBC article on Washington D.C. losing federal money, I noticed this:

District of Columbia Mayor Vincent Gray, worried about the loss of federal money, is backing a standalone community college for worker training and reducing capital gains on technology investments.
“We’ve got to be able to find ways to be more self-sustaining and this is an opportunity to do that,” he told reporters.
Reducing capital gains might make the place more profitable? Who knew?

This reminds me of the State of Michigan. In recent years, when Michigan is on the brink of financial disaster, the voters elect a Republican governor and enough Republican legislators to right the fiscal scales. Then once there are enough funds available, the voters elect a Democrat governor and Democrat legislature so they can fall off the wagon and go on another drunken spending bender for a few more years. Repeat as necessary.
Pitching capitol gains taxes are a convenient pitch to “make the rich pay their fair share,” which is better translated as buying the majorities vote by promising them the majorities money. But fact is.that lowering it is what books the economy. The republican congress did this in the 90s and revenues resulted in surpluses.
