Our first foreign war, and the reason for the creation of the US navy, was with the barbary pirates during the presidency of Thomas Jefferson. They were Muslim pirates in the Mediterranean sea. The reason Jefferson owned a Koran was to understand the ideology of these pirates who claimed to be Jihadis.
