FEMA is the Federal Emergency Management Administration. I guess Jones is thinking that if a full scale war breaks out there might be plans to round up persons of a certain profile. As a practical matter, the more overmatch a democracy has, the more democratic it can stay.
But if a series of nuclear blasts, for example, ravaged the US and civil order broke down, it would be every man for himself. And a lot of guys who look like a stereotype will find themselves fleeing the end of a rope in a situation where chaos, blind grief, fear and panic reign. That’s not good of course. But that’s what will happen. Desperation is ugly. That why the policy of “empowering the enemy” in practice means means setting the stage for a mess.
