Yes. European countries are supposed to stun animals before killing them as is the norm in all civilized Western societies. So kosher and halal are not supposed to be allowed. Unfortunately Muslims (and possibly Jews) have chipped away at these laws designed to spare unnecessary animal suffering in most European countries or have received exemptions. (Creeping halal and kosher to be followed by creeping sharia?)
