Hankmeister seems to think the study refers to civilian deaths. It doesn’t. The authors were careful to state that they studied all Iraqi deaths both civilian and combatant (including insuregents).
The reason? It would be very hard to separate insurgent from civilian from interviews with relatives of the deceased.
