On my ten-day visit to Cairo a few years ago, walking all around the city, I noticed that there were no disabled people in public, and certainly no provision was made for “handicapped access”. You would think there would be a few wheelchairs in a city of 18 million. I wondered if this was because of a shame factor that keeps the sick and disabled at home. I wonder what Segolene Royal would say if that situation prevailed in France. I don’t have to wonder what she would say if Muslim-majority areas of France adopted such a tacit but real policy.
