Well stated and unfortunately true. When the electorate is bought and paid for, or votes based on racial or even ideological solidarity, good government and competence is no longer an important criteria for an office seeker but rather the politics of government largess is all that matters. That is why government transfer payments are so corrupting, both of the electorate and the office holders.
