Bob McDonnell had the advantage of taking over a state that has always had strong “Right to Work” laws. In addition Collective Bargaining for State and Local public employees is banned by a 1993 statute signed by Governor Wilder. Governor McDonnell competently and quietly solved the budget crisis a year ago and while it’s not a cakewalk the adults are in charge so common sense will out.
