The more important question is “Did John McCain timely renounce his Panamanian citizenship?” (The US statute that created the Canal Zone stated that the Republic of Panama was sovereign over it; Anyone born in the Republic of Panama is automatically a Panamanian citizen; Dual-national minors must renounce one citizenship when they reach the age of majority.) No evidence that John McCain renounced his Panamanian citizenship exists. Thus John McCain is very likely a “natural-born” citizen of the Republic of Panama, and not a US citizen at all.
