Many districts spend huge proportions of their budgets on special needs children by federal decree. As much as thirty percent of a local school budget here is spent on the tiny minority of 1% of the lowest achieving children.
How about repealing some of the federal laws that mandate spending so much money on children with no academic potential. And instead, more equitably spend some of that money on the top 1% as well.
