This is a minor side issue, but in case you are still reading this thread, the part of the CA Constitution (Article III, Sec. 6) continues:
“(b) English as the Official Language of California.
English is the official language of the State of California.”
I just took exception to your statement “…Los Angeles area where Spanish is the official language.” Yes, there are places in the LA area where Spanish is more or less the only language spoken (except by government).
