I was advising the IPS in 2004-2005 and pay was always strange to us westerners. But it worked for them. And, at least when I was there, always more paid than actually on duty. Some chiefs pocketed the extra, others paid the IPS widows.
The banks weren’t working when I was there. I can’t even imagine the work its going to take to get electronic pay to work but glad it won’t be my problem.
