You could have gone back to the Barbary Pirates ca 1801 to 1830 when Europe paid bribes and the US did and then stopped paying (Thomas Jefferson)and fought. There is quite a history of European payoffs. The US and European positions seem unchanged over a long time period. Maybe this is another aspect of American exceptionalism.
