The PLO/ Fatah originally had close ties with Ayatollah Khomeini’s government right after the overthrow of the Shah of Iran in 1978, due largely to their shared hostility to both Israel and the old Iranian leadership. But after Yasser Arafat supported Saddam Hussein during the Iran-Iraq War, the PLO-Iranian relationship was destroyed during the 1980s.

I believe the action was carried out with help from PLO/Fatah and a faction commanded by Abu Nidal he was strongly against the Iran revolution and avid supporter of MEK (Mujahedin-e Khalq).
He used Libyan intelligence gleaned from Abdel Basset Ali al-Megrahi.

So there is an Iranian connection but with the revolutions enemys.
