If you bother to read the CRC ( here’s a synopsis http://www.unicef.org/crc/files/Rights_overview.pdf ), you’ll notice that its 54 articles are intended to secure rights in and among states. It was not designed, nor was it authorized, to define a prescriptive moral philosophy or ethic. And it was certainly not authorized under a theory or rights which grants children extensive positive rights that supercede parental authority.
What UNICEF, and so many Human Rights campaigners, are now attempting to do is to exploit the convention to affect their own partisan social goals in explicit contravention of the convention’s own restrictions (e.g articles 5,8,12,14,15,16,19,29 and 41).
