You are 100% correct, and it wasn’t the founder’s intent for the president to have this much power.
Repealing the 17th amendment would help. Until it was passed, state legislatures elected Senators, which gave the states greater power. Elected senators are too often a rubber stamp for the president.
An amendment to reinforce the true intent of the Commerce clause would also be good. Much of presidential power derives from administrating unconstitutional activities allowed by perverting the meaning of that clause.
