The Speaker of The House would only be appointed POTUS and only in rare circumstances — the death of POTUS and VPOTUS simultaneously. The Speaker would be appointed to VPOTUS only by direct appointment from POTUS.
Ford chose the former NY Governor Nelson Rockefeller – a very liberal Republican – what I like to think of as the original RINO. He never served in Congress. Either Ford dropped him or Rockefeller decided not to run for VEEP for the 76 campaign – Bob Dole stepped into the running after the 76 convention.
