If I were a commander overseas, and one of my troops did not get his ballot on time, I would sign emergency leave papers an put him on a chartered plane so he could go home vote and get back quickly and order the JAG office to assist the troop in filing the papers to bill the negligent election official including liens on his house, cars, salary, and bank accounts.
