“how will you choose which polling places get a Guardsman?”

Priority goes to the places that have had problems in the past. For example, in Texas, the Houston area has had ballot counting issues. Ditto for a handful of counties in Washington state.

If the public (perhaps via the Tea Party) started raising the issue loudly enough, the governors (even the Democrat governors) might feel compelled to provide a position on why or why not to do it. Which gets them on record, if nothing else. Perhaps another nail in the coffin, especially if problems occur after the polls close.
