It took the war in Iraq which disclosed the AQ Khan connection between N Korea and Pakistan for us to get serious about isolating North Korea. Like Reagan, Bush cut-off relation with N. Korea effectively starving the govt until now.
It has taken the very real threat of force coupled with hard nosed cowboy diplomacy that got us to this point with N Korea. Bill Clinton tried years of cowtowing direct diplomacy and got hosed.
