1. The case against Wilders was brought by the judiciary (as Michael Margolies noted above), not by the prosecutors who were ordered to do so by the judiciary. The Dutch legal system is quite different.
2. The prosecutors asked for the charges to be dropped but the judges could still have sentenced Wilders.
3. Wilders’ attorney asked for the dismissal of the judges and the commission agreed with him.

It’s not over yet but this dismissal is a great victory for Wilders.
