The H1b program was terribly abused. Thousands of jobs went unfilled by qualified Americans because the job postings were purposely written with an absurd list of prerequistes. That laundry list of required skills just happened to be what diploma mills in India were churning out. When the programmers arrived here they were nearly universally worthless.
