yes, Philadelphia is one out of 67 counties in Pennsylvania. Do you really believe that Philadelphia accounts for only 1/67th of the ineligible voters who are on the rolls in the entire state? Philadelphia county has over 10% of the population of the entire state. Even if we assume that the ratio of ineligble voters in Philly holds for the entire state (which is a big assumption IMO) then we only come up with 4,000 ineligible voters on the rolls in the entire state of Pennsylvania. 4,000 ineligible votes out of nearly 6 million cast in 2008. Not saying this isn’t an issue, but this article is done very shoddily at best. So do some more research, and find out what the real ineligible voter numbers are, for all of Philly as well as PA as a whole, rather than simply multiplying Philadelphia by 67 because there are 67 countines in PA.
