When Abbas refers to “Israeli civilians”, he is only using language acceptable to the English-speaking West. His actual belief (and that of all in FATAH, the PLO, HAMAS, etc.) is that since Israelis are required to serve in our military, not only for the initial 2 years for girls and 3 years for boys, but continuing in the reservist units, then NO Israeli is actually a citizen. Thus, in the minds and hearts of Abbas, Fayad, Erakat, etc. etc. etc., ALL Israelis are soldiers (even babies, who will grow up to be soldiers) and thus legitimate targets of the “armed struggle”.
