I think choosing Israel and being very vocal about it was a pragmatic decision, putting Iran and Russia on notice not to try taking Azerbaijan over. Also, there are a lot of economic benefits to being friends with a technologically forward-looking nation like Israel, not least of which is access to the latest weapons.
