The core of this massive problem is that the justice department and attorney general act politically as the enforcing arm of the democratic party or whomever is in charge. Until the top cops are independent of the political bosses and work directly for the people who vote, this criminal mischief will continue. The chief of police should have the authority to arrest the mayor and on up.
