There is nothing funny here. The implication is that the law is racist and would impact hispanics adversely because those implementing it would regard normal hispanic cultural behavior as suspicious. In fact, the majority of officers in Arizona are either hispanic, married to hispanics and thus the fathers of hispanic children, or thoroughly familiar with hispanic culture as they went to school with, played sports with, hungout with, served in the military with their hispanic buddies.
