Why a highly qualified and motivated officer would remain in any of those departments is a beyond me. Voters generally get what they deserve, and Chicago’s [and Detroit's and New Orleans'] crime rate[s] prove it. Our motto this year should be, “A vote for an incumbent is a vote for rotten government”.
