As a resident of the US I don’t know the intracies of Canadian law as it relates to these tribunals. However, the thought occured to me that has me pondering solutions to this quagmire.
Query: What if everyone just disregarded the history and findings of these commissions?
What if thousands of people uttered, by voice or print, the sentiments sure to spark complaints? On a whole range of issues?
In other words, what if the tribunals were overwhelmed with complaints?

Wonderful idea! Do it Canadians! Um, can Americans file complaints? I bet if I read thru Canadian mags and newspapers I could find something that insults me and promotes hatred towards me. Since Canadians look down on the US, perhaps an anti-US article would be something that we could file complaints about!
Could go something like this: On my last visit to Ontario, I was offended by an article in the _________ publication that I believe promoted hatred toward US citizens…
