Sir or Madam Congressive, “Shouting fire” is of course always the attack line on the First Amendment. I’m sure you realize that a person being gang-beat to a pulp won’t feel any better knowing that at least no one can accuse him or her of ‘shouting fire’. So, what you’re doing is basically hectoring PJM to stifle the First Amendment, right?
