I divide government jobs into 2 categories: constitutional (military, post office, customs, coastguard, weights and measures – NIST and possibly truth in advertising, patent office, etc) and unconstitutional (welfare, education, etc). I call those in unconstitutional jobs “Party Members”. I notice a clear division of public advertising into ads targeting Party members, and ads targeting the peasants. Note that welfare and education, and even socialized medicine can properly be done at the state level.

I would support a constitutional amendment to authorize NASA and basic research at the federal level – but they are currently unconstitutional.

A drive to authorize NASA might help highlight the unconstitutional nature of the bulk of the federal budget.
