In Ukraine, people are simply assuming that this horrific attack was staged by the FSB. The Kremlin has certainly done it before and has nothing preventing it from doing it again. There has been growing dissatisfaction with the Putin regime inside of Russia. Attention needs to be diverted elsewhere, back to “security” issues. Hence, staged terrorist acts. After all, for the Kremlin, human life is the cheapest commodity.
