The original text of the statutory language granted immunity from searches, duties, taxes, etc. Reagan’s EO removed those, in other words, Reagan did what you are claiming Obama did. Obama’s amandment to the EO reinstated all the immunities including 2(c) which says “Property and assets of international organizations, wherever located and by whomsoever held, shall be immune from search, unless such immunity be expressly waived, and from confiscation. The archives of international organizations shall be inviolable.”
