They should be paid to legitimate, non-political charities in the local area, who have the most to gain from seeing that the payments are made.

How long would it take to get ACORN listed as a “non-political charity”? About fifteen minutes, that’s how long. A large fine the payment of which makes one eligible for citizenship is no different than selling citizenship, so once the border is secure, drop all the hypocrisy and just sell citizenship rights to those wishing to become citizens.

About a quarter million per family member would ensure that we don’t get the shabby sort described on the statue of liberty. In fact, we could have a sliding scale for citizenship rights so that the oil kingdoms of the Middle East wouldn’t just purchase a few hundred thousand citizenships a month or something. We could even occasionally run a two for one sale, a Presidents day sale, and especially a Fourth of July sale, when we need to keep those all important quotas in line for various groups.
