The traditional method of dealing with dysfunctional federal agencies has been to assign their most important missions to new agencies, and let the old ones rot with steadily decreasing budgets.

This has happened most recently with the CIA, whose analysis and human intelligence missions have been transferred to the Defense Department. The CIA’s most important remaining mission is to draw fire from Congress & the lefties, and thereby distract the latter so they won’t interfere with the real work done by the rest of the intelligence community.

In terms of the EPA, its original missions of cleaning the air and water should be transferred to a new CLean Air and Water service (CLAW). The EPA should be officially given the mission of protecting the country from NOn-existent Threats (NOT) such as CO2 emissions, and have its budget steadily reduced to the same as the Interstate Commerce Commission.
