As the Chinese proved in Tiananmen Square, thugs with machine guns are more than capable of routing a mob. The only problem Dictators have is finding the thugs. Mugabe has thugs, but not much ammo, so there is a chance he will be overthrown. That chance grows smaller every day, since there are hundreds of smugglers trying to get him ammo.
