When I saw this I was afraid it was on a par with the “flashing headights / gang initiation” sort of e-mail. I doubt seriously if this was originated officially by anyone in the DoD, it seems more likely that a senior person unfamiliar with the frequency of plausible but poorly sourced warnings on the inetrnet saw this and figured it was better to pass on the warning than not.
